After taking the report and leaving, the officer was near the intersection of Sligo Mill Road and Sheridan Street when he observed two males riding on a red scooter heading his way on Sligo Mill Road from Orchard Avenue. The scooter matched the description of the report he had just taken.

The two men continued on to Sheridan Street toward New Hampshire Avenue.  As they
entered the intersection, the police officer attempted a stop of both males.

The scooter showed signs of damage consistent with property that was previously found at the scene on Westmoreland Avenue.  A registration check of the VIN verified that it was the scooter that had been reported as stolen.
